Clause 29 prohibits trade in coal or iron ore, except for (Russian) coal exported through Rajin that is notified to the UN in advance, and “transactions exclusively for livelihood purposes” whatever that means. In an earlier passage “livelihood purposes” is linked to the phrase “which will not be used to generate revenue” and so one is supposed to think that also applies here: but of course, it is a diplomatic fudge. Still, it allows Chiuna to squeeze the DPRK’s major revenue source whenever it chooses to do so.
To my mind the DPRK and Russia now officially own the DPRK’s foreign trade revenue
